Who is speaking in this psalm, and to whom?

The psalm has no title and doesn't name its speaker. It begins by speaking of the LORD: "The LORD reigns! He is clothed with majesty!" (93:1). Then it turns to him: "Your throne is established from long ago. You are from everlasting" (93:2). It calls on him by name in the middle of the floods: "The floods have lifted up, LORD" (93:3). It speaks of him again: "the LORD on high is mighty" (93:4). And it ends speaking to him: "Your statutes stand firm. Holiness adorns your house, LORD, forever more" (93:5). The psalm doesn't say who first sang it, or when, and these notes don't either.

Psalm 93: The LORD reigns

Psalm 93 says mighty twice in one verse: the breakers of the sea are mighty, and "the LORD on high is mighty" (93:4). And the word for the majesty the LORD wears (93:1) is the word Psalm 89 uses for the pride of the sea, which he rules (Psalm 89:9).
