No. It goes on: "Is any cheerful? Let him sing praises." (5:13). The verse asks two questions, and gives the one who is suffering and the one who is cheerful each something to do.

James 5 tells the brothers "Be patient" (5:7) with the one Greek verb it also uses of the farmer, "being patient over it" (5:7). And the letter's last part still speaks to its brothers: "Brothers, if any among you wanders from the truth" (5:19).
