Paul quotes 112:9 in 2 Corinthians. Is he speaking of the man who fears the LORD?

In the psalm, the he of 112:9 is the man of 112:1: "Blessed is the man who fears the LORD" (Psalm 112:1). Paul writes "As it is written" and gives 112:9, without its last line, in other English words: "He has scattered abroad. He has given to the poor. His righteousness remains forever" (2 Corinthians 9:9). He doesn't name the psalm. The whole passage is about giving: "God loves a cheerful giver" (2 Corinthians 9:7). The verse before the quotation speaks of God: "And God is able to make all grace abound to you, that you, always having all sufficiency in everything, may abound to every good work" (2 Corinthians 9:8). The verse after speaks to the Corinthians of "the fruits of your righteousness" (2 Corinthians 9:10). Paul doesn't say whom his He names, the giver or God, and these notes don't choose.

Psalm 112: Not afraid of evil news

The man who fears the LORD (112:1) "will not be afraid of evil news" (112:7): in Hebrew fears and afraid are one verb. And a line Psalm 111 says of the LORD, "His righteousness endures forever" (Psalm 111:3), comes back twice about the man who fears him (112:3, 112:9).
