Was Judah wrong to say, "We are not able to build the wall"?

The chapter gives Judah's words without a verdict: "The strength of the bearers of burdens is fading and there is much rubble, so that we are not able to build the wall" (4:10). It doesn't call them faithless, and this study doesn't either. It tells what came next: the adversaries' threat (4:11), the warnings "ten times from all places" (4:12), and Nehemiah's answer, which was to set "the people by family groups" (4:13) and to say, "Don’t be afraid of them! Remember the Lord, who is great and awesome" (4:14). Then "all of us returned to the wall, everyone to his work" (4:15), and later Nehemiah himself says, "The work is great and widely spread out, and we are separated on the wall, far from one another" (4:19).

Nehemiah 4: One hand on the work

The wall "was joined together" (4:6), and the enemies "all conspired together" (4:8): in Hebrew it is one verb. And two of the chapter's words stand side by side in 4:22: by night a mishmar, the "watch" that was set with a prayer in 4:9, and by day mela'khah, the "work".
