Caleb is called "the Kenizzite" (14:6, 14:14). Was he from outside Israel?

Interpretation

Here is what the text says. Caleb was Judah's man: "Of the tribe of Judah, Caleb the son of Jephunneh" (Numbers 13:6), and he is named first among the princes who would divide the land (Numbers 34:19). He is "the Kenizzite" three times (Numbers 32:12; Joshua 14:6, 14:14) (tap Kenizzite). The only other time the Hebrew Bible uses the word, "the Kenizzites" are one of the peoples whose land the LORD gave to Abram's offspring: "the land of the Kenites, the Kenizzites, the Kadmonites" (Genesis 15:19). The Bible doesn't say how Caleb's family came to be called Kenizzites. Christians read it in two main ways. Both agree that Caleb was counted in Judah (Numbers 13:6), that the LORD called him "my servant Caleb" (Numbers 14:24), and that 14:14 gives the reason he received Hebron: "because he followed the LORD, the God of Israel wholeheartedly".

Those who hold this view link the name to "the Kenizzites" of Genesis 15:19, one of the peoples of the land, and read Caleb's family as having come in from outside and been counted in Judah (Numbers 13:6). They note that Kenaz is also a name in Esau's line: "The sons of Eliphaz were Teman, Omar, Zepho, and Gatam, and Kenaz" (Genesis 36:11).

Those who hold this view read "Kenizzite" as naming Caleb's family after an ancestor called Kenaz within Judah. They point to the name in Caleb's own family: "Othniel the son of Kenaz, the brother of Caleb" (Joshua 15:17), and in Judah's line in Chronicles, "The sons of Caleb the son of Jephunneh: Iru, Elah, and Naam. The son of Elah: Kenaz" (1 Chronicles 4:15). They note that Numbers counts him "Of the tribe of Judah" (Numbers 13:6, 34:19).

The dividing of the land opens with one man's request. At eighty-five, Caleb asked for the hill country where the spies had seen the Anakim forty-five years before, and was given Hebron. The chapter says three times, in three voices, that he followed the LORD wholly (14:8, 14:9, 14:14).
