"let him be cursed" (1:9). Of whom does the chapter say it?
The chapter says it twice, each time of whoever should preach to them any “good news” other than the one that verse names. The first time, the verse includes "we, or an angel from heaven" (1:8). The second time it says, "if any man preaches to you any “good news” other than that which you received, let him be cursed." (1:9). The verses name no one, and these notes apply them to no teacher, church or group today.

“But even though we, or an angel from heaven, should preach to you any “good news” other than that which we preached to you, let him be cursed. As we have said before, so I now say again: if any man preaches to you any “good news” other than that which you received, let him be cursed.”
