Where did "Is Saul also among the prophets?" come from?
The book tells of the saying twice. Here, when "all who knew him before" saw that he prophesied, "the people said to one another" (10:11), "What is this that has come to the son of Kish? Is Saul also among the prophets?" (10:11). "One from the same place answered" (10:12) with a question, "Who is their father?" (10:12), and the chapter goes on, "Therefore it became a proverb" (10:12) (tap proverb). In 19:23, when Saul goes after David to Naioth in Ramah, "God’s Spirit came on him also" (19:23), and "He also prophesied before Samuel" (19:24), and again the book says, "Therefore they say" (19:24), with the same question. Each time the saying is tied with therefore to what had just happened. The book doesn't say how the two times relate, and it doesn't explain the question "Who is their father?" (10:12).

“Then he also went to Ramah, and came to the great well that is in Secu: and he asked, “Where are Samuel and David?” One said, “Behold, they are at Naioth in Ramah.” He went there to Naioth in Ramah. Then God’s Spirit came on him also, and he went on, and prophesied, until he came to Naioth in Ramah. He also stripped off his clothes. He also prophesied before Samuel and lay down naked all that day and all that night. Therefore they say, “Is Saul also among the prophets?””
